I remember the episode where Agunimon/Takuya was able to make it rain and snow. What's up with that?

But really, he predicted it was going to snow. And he was right. Because he felt it.Which sounds stupid, but it's the truth.
to be honest, he was the only one to truly connect with a spirit like that.

I think he actually caused it to snow. But wouldn't it be better taste if he made it rain fire? (oh that sounds so awesome) After that episode, he never did anything similar again.

Perhaps as beings made of data in a world made entirely out of data as well, digimon naturally have the ability to sense such things (or at least in Frontier) and Takuya simply noticed it at the time. Does that make sense?

It goes back to a lot of groups, especially in the East. (I hesitate to call them sects or religions, so I'll stick with "group"), where the goal of a human is to achieve perfect unity with all of creation -- thus being able to sense certain things. I think the writers were trying to play off that, except they forgot about it later on and the lack of continuity destroyed the whole notion.

That explains quite a lot, arc. Here's another thing that raised an eyebrow: Duskmon reverted to Loweemon when he got scanned but none of the other Legendary Warriors changed when they turned good.

Well because that was their true form. They weren't changed like Duskmon was. They were just evil. So when they were scanned in, the evil was taken away and that was that.

I don't know. It was probably because Kouichi changed when he ended up being duskmon. And maybe because it was a bad darkness,and not a good one. Like he had two forms, Duskmon and Loweemon.
